Father Lupine, a vicious dictator with a bizarre and ambiguous political doctrine, has cast a spell over the people of his country. He is dismissed as a rabid lunatic by many of the population. But for others he represents progress and the figurehead for an empowering fantasy for many of the disenfranchised young men of the country. As the country falls under his spell his “drummer boys” appear on the streets and a small band of refugees attempts to escape from Father Lupine’s vicious regime 'The Brotherhood', as their country collapses about them.

Set in a fictional country the novel describes the descent of a society down a dark path that could ultimatley lead to its own destruction.
